THE EFFORTS OF A MINISTRY TO GUARD INDIAN CULTURE:
Culture plays an important role in the development agenda of any nation. It represents a set of shared attitudes, values, goals and practices. Culture and creativity manifest themselves in almost all economic, social and other activities. A country as diverse as India is symbolized by the plurality of its culture. The mandate of the Ministry of Culture revolves around the functions like preservation and conservation of our cultural heritage and promotion of all forms of art and culture, both tangible and intangible. The Ministry’s task is to develop and sustain ways and means through which the creative and aesthetic sensibilities of the people remain active and dynamic. The functional spectrum of this Ministry is wide, ranging from generating cultural awareness at grassroots level to promoting cultural exchanges at international level. In order to achieve these objectives, the Ministry undertakes various activities that flow from subjects allocated under the Govt. of India’s Allocation of Business Rules.
IMPORTANT DIVISION OF ACTIVITIES AND RESPONSIBILITIES:
1)Gandhi Heritage Sites Mission
2) National Mission on Libraries
3) National Mission on Manuscripts
4) National Mission on Monuments and Antiquities
Gandhi Heritage Sites Mission:
The Government of India established the Gandhi Heritage Sites Mission on 29th July, 2013.
The objectives of the mission are:
1) The identification, collation and assessment of information on ‘Gandhi Heritage’ material for its management and deployment
2) The determination of conservation methodology and priorities
3) the physical structures and sites, and guidelines for their subsequent maintenance.
National Mission on Libraries:
Broadly, the Mission’s tasks were envisaged as:
National Mission on Libraries i.e High Level Committee, has been set up by Ministry of Culture, Government of India on 4th May, 2012 in pursuance of National Knowledge Commission recommendations for sustained attention for development of Libraries and Information Science Sector. The purpose of National Virtual Library of India is to facilitate a comprehensive database on digital resources on information about India and on information generated in India, in an open access environment. The Quantitative & Qualitative Survey of Libraries would be undertaken to prepare a baseline data of libraries in India through a survey of 5000 Libraries.
National Mission on Manuscripts:
The National Mission for Manuscripts was established in February 2003, by the Ministry of Tourism and Culture, Government of India. A unique project in its program and mandate, the Mission seeks to unearth and preserve the vast manuscript wealth of India. India possesses an estimate of five million manuscripts, probably the largest collection in the world. These cover a variety of themes, textures and aesthetics, scripts, languages, calligraphies, illuminations and illustrations. Together, they constitute the ‘memory' of India's history, heritage and thought. These manuscripts lie scattered across the country and beyond, in numerous institutions as well as private collections, often unattended and undocumented. The National Mission for Manuscripts aims to locate, document, preserve and render these accessible—to connect India's past with its future, its memory with its aspirations.
National Mission on Monuments and Antiquities:
Today, the survival of our heritage has been endangered due to climatic, natural and man made effects. In the recent years there is also an increasing trend of illicit trafficking of antiquities from India. This is mainly due to lack of public awareness, ignorance of law/act and also about the importance of documentation and preservation. There are few cities in the country where number of important monuments and heritage buildings has been listed from time to time by different institutions and organizations but there is no comprehensive database at one place. Therefore, a proper documentation is felt desideratum to build a credible National database in a uniform format.
To address these issues, National Mission on Monuments and Antiquities (NMMA) has been set up by Government of India with the objective to document unprotected monuments and sites from both secondary sources and antiquities from primary source in a prescribed format.
Centre for Cultural Resources and Training (CCRT):
The Centre for Cultural Resources and Training (CCRT) is one of the premier institutions working in the field of linking education with culture. Established in 1979, pioneered by Smt. Kamaladevi Chattopadhyay and Dr. Kapila Vatsyayan, it functions as an autonomous organization under the aegis of Ministry of Culture, Government of India. At the philosophical core of the CCRT lies a commitment to holistic education, encompassing the cognitive, emotional and spiritual development of children. To this end the CCRT conducts education grounded in cultural knowledge and understanding as conducive to clarity, creativity, independence of thought, tolerance and compassion.
