HOME MINISTRY

Every individual, one time or the other, encounters with the problem of finding out the basis that separates the home ministry, defense ministry and the ministry of external affairs.  What is home ministry responsible for?  What makes it different from defense ministry? What are bodies working for the home ministry? Is RAW working for the home ministry? What are the functions of the ministry, the hierarchy and the methodology they adopt for the formulation of the policies. Here am I to throw some light on the entire Home ministry and the slight boundary that separates the three ministries.

Home ministry is a wing of the government which protects the internal crime and keeps a check on internal security of the country.It is one of the important ministries and first ever got its prominence during the British rule. In simpler terms, the police whom we approach to tackle our day to day miseries contribute to most of the home ministry. Intelligence Bureau which is the secret agency responsible for decoding the crimes internally, also functions under the home ministry. Central Bureau of Investigation, which is the crime investing agency working under the ministry of personnel, pension and public grievances in India, formerly worked under this ministry.

It is basically responsible to keep a check on the crime rate in the country. The intelligence bureau indeed maintains an off record, investigating the in depth matters of the crimes. The information from IB is passed to the police of the particular constituency to take action against the criminals. So, the police and IB work in coordination adding to the pace of the Indian Police system. It also looks into that there is a public redressal mechanism available at the nook and corner of the country to look into the miseries of people then and there. The police system of India is one of largest in the world and interconnected. Thus, there is every possibility to reduce the crime rate in India if the ministry of home affairs is determined enough.

Now, how do the home ministry control and manage the functioning of the police system in India? This can be easily understood by knowing the hierarchy of the ministry of home affairs. The ministry is headed by the union minister who is supported by the minister of state. The minister of state is responsible for the functions of additional secretaries who are supported by the joint secretaries.



The ministry is divided into many departments which cater to the needs of each segment wholly constituting to the authenticity of the ministry. Few of the important departments are departments of border management, internal security, Jammu and Kashmir affairs, official language etc. Each department is headed by an additional secretary who in turn is assisted by the lower cadre officers. There are many loopholes in the ministry as like in the other ministries. A small mistake committed by any one of them, would mislead the entire ministry. Thus, every person, a clerk or a minister or a secretary has a responsibility to be accounted for their job ritual in a sacred way in order to maintain peace in the country.

India's biggest paramilitary force, CRPF( central reserve police force) also functions under the control of home ministry.
