RAISON D' ETRE REGARDING HORTICULTURE MINISTRY OF INDIA!

 India is a horticultural society where more than a large portion of the populace is subject to the rural produce. The majority of the crude material required for the modern area is contributed by the farming produce in our nation. Along these lines, the administration of India has understood the significance of initiating a select body which deals with the whole farming and agribusiness related sectors. In 1871, hence, isolate ministry for farming was produced which was until then under the control of home service. Since 1871, there were numerous extra services added to the core farming ministry and numerous revisions were made. The ministry of food, irrigation, research, aquaculture, cooperation, rural development, food processing, education, training, disaster management and so on were few of the services which were once included in the horticulture service. By 1991, the ministry of agriculture and food was built up. 
The three most imperative branches of this service are
  • Department of agriculture and cooperation 
  • Department of agriculture research and education or Indian Council of Agricultural Research
  • Department of Animal Husbandry and Fisheries
I would like to throw some light on the functions of each of these departments and the hierarchy on which the agriculture ministry actually works.
  • Department of agriculture and cooperation is the core department of the ministry. The major function of this department is the formulation and the implementation of the national policies and optimize the utilization of all the resources for agriculture to reap the maximum output. This department is headed by the secretary who is responsible for the agriculture minister but assisted by the additional secretaries, joint secretaries, agricultural commissioners etc on the lower scale of hierarchy. It makes sure that the agricultural practices in India are nourished thoroughly by checking the fertilizers quality and dosage, pesticides control, irrigation, agricultural credit, crop insurance, enhance the utilization of technology, bring down the gap between the farmers and the final consumers, aiding the farmers and decreasing the farmer suicides, instead awarding them with what they deserve etc. There are more than 20 divisions in this particular department and each allocated with their respective subordinate offices.                        
  • ICAR or Dept of agriculture research and education works as an engine behind the entire ministry. Without the education and research, there would not have been a chance for the green revolution in India. The research had helped the agriculture grow in thee country with the introduction of new technology and methods. The sophisticated technology usage helped boost the agricultural produce. The farmers started enjoying the benefits of agriculture. Its main function is to plan, undertake, aid, promote and coordinate education and research in agriculture and related subjects, to look in the broader problems of rural India etc. Another important aspect that is looked up by this department is the training of the secretaries and enlightening them with the knowledge on their own subject and making them eligible for their cadre.                                                                                                                                                            
  • The department of animal husbandry and fisheries is responsible for the livestock production, preservation, protection from disease and improvement of stocks and dairy development. It also looks into the matters of inland and marine fisheries. It maintains a stand on the development of infrastructure for the development of these animals. The provision of extensive facilities to the fish farmers and developing the profession, provision of training for the same to make the best outcome etc are also included in the aquaculture.
 Providing food security also plays an important role under this ministry. 


The hierarchy goes with the agriculture minister as the top most authority who is subordinated by the two ministers of state. The ministry is divided into three departments each headed by the secretary, who is responsible for the ministers. These departments are further categorized into many divisions, each headed by additional secretary who is responsible for their own secretaries of particular department and are assisted by the joint secretaries and other subordinates.
