MINISTRY OF CHEMICALS AND FERTILIZERS - IN BASIC FORM

India is pacing with the top most countries in the chemical industry. Chemical Industry contributes to more than 2% of our country's GDP and India is the third largest producer of agro-chemicals in the world. Due to the developments in this sector, the government of India incorporated a new ministry especially looking into chemicals and fertilizers. Earlier, it was called the ministry of chemicals and petro chemicals until the inclusion of fertilizers department.

There are three main departments under this ministry:

  • Department of chemicals and petro chemicals
  • Department of fertilizers
  • Department of pharmaceuticals
Let me throw you some light on each of these departments and their functions in order to get an idea on the entire ministry.

The department of chemicals and petro chemicals was under the ministry if industry until 1989. But, in 1991, it was included under the ministry of chemicals and fertilizers. The main function of this department is to plan, develop and regulate the chemicals, petro chemicals and the pharmaceutical industries. The major industries under this ministry are alcohol, drugs and pharmaceuticals, petro chemicals etc. This department is responsible to look after the working of these industries not indulging harmful substances.

The department of fertilizers was under the ministry of agriculture until 1984. But has become a part of ministry of chemicals and fertilizers in 1991. The objective of this department is to ensure the adequate and timely availability of fertilizers in order to boost the agricultural produce. The main functions of the department include planning, promotion and development of the fertilizers industry, planning and monitoring of production, import and distribution of fertilizers and management of financial assistance by the way of subsidy or concession for the indigenous and imported fertilizers. 

The Indian pharmaceutical industry has witnesses a robust growth in the past few years.  It has shown a great infrastructure development and high technological basis with a wide variety of product outcome. Recognizing the potential of the growth of this industry, government of India took up an initiative to develop the Indian pharmaceutical sector by creating a separate department for pharmaceuticals in 2008.  The department was entrusted with the responsibility of planning, developing, regulating of the pharmaceutical sector. It focuses mainly on creating a strong export market and widen the range of pharmaceutical industry.

Every department is headed by a secretary who is assisted by the additional secretary and a financial adviser who is turn assisted by four or more joint secretaries and an economic adviser. The cabinet minister is the head of the ministry.
